CIFC Health, a Federally Qualified Health Center (FQHC) and a program of Connecticut Institute For Communities, Inc.
(CIFC), seeks a Full time Chief Medical Officer (CMO) dedicated to community health and working with underserved patient populations.
This position is responsible for the proper functioning of all clinical activities of CIFC Health.
The CMO is the clinical leader of the FQHC and provides oversight and management regarding all clinical areas, functions, programs, and projects, including clinical program planning, implementation, and supervision.
This position works closely with CIFC Leadership and the CIFC Health Management Team, to ensure efficient and effective coordination of all aspects of the Center.
A portion of this role is required to be dedicated to direct clinical care in the CMO's medical field to a diverse population of patients in the greater Danbury region.
Essential Job
Responsibilities:
1.
Communicates and promotes the organization's mission, vision, and values to the clinical staff and inspires commitment, dedication, and high performance by fostering a culture of clinical excellence, continuous learning, and professional growth in others; provides leadership by example to all clinical staff.

Makes recommendations to CIFC Health Leadership Team on talent acquisition and qualified clinical staff.
3.
Engages with the provider credentialing program applicable to all LicensedIndependent Practitioners (LIP) and participates in the provisions of the CIFCHealth Credentialing Policy and Procedure applicable to LIPs, including review and investigation of the qualifications of all applicants to practice and also advises board of Directors on credentialing practices and practitioner reviews.

Oversees the appropriate training programs and onboarding for clinical staff on an ongoing basis to address required training under applicable legal, regulatory, certification, or accreditation programs, or as required the delivery of services to patients, or to address identified new competencies important to maintaining excellence in the programs and services for patients.

Reviews and approves Provider/clinician training and CME review.
6.
Regularly meets with and participates in CIFC Health Leadership team meetings and contributes to the development and execution of the organization's strategic plans and initiatives.
Collaborates with the executive team to identify growthopportunities, evaluate new programs, and implement innovative healthcare models.

Works collaboratively with all members of the CIFC Senior Management and CIFC Health Management Teams to resolve departmental and organizational challenges expeditiously, economically, professionally and with minimum disruption to the practice.

Establishes, updates, and maintains clinical and administrative policies and procedures applicable to medical practice including, without limitation, practice standards, referrals, patient scheduling, provider scheduling for clinic and for call and backup, medical documentation, EMR use, and similar practice parameters, all in compliance with applicable law and regulation, policy, and generally recognized professional standards and guidelines; also keeps informed of emerging areas for policy and procedure development and implementation.

In collaboration with Department Chiefs and clinical staff, develops practice guidelines, policies, and procedures for clinical operations, disease management protocols, performance standards, and outcome evaluation measures.
Supervises implementation by all applicable departments, clinicians, and programs.
Specifically:
oWorks collaboratively with Chief Health Quality team to ensure a culture of continuous quality improvement and compliance with clinical care standards and CIFC Health's Quality Management Plan:
including but not limited to establishing, communicating, monitoring, and improving the standards of care and operating efficiencies by identifying performance benchmarks and presenting the results to committees.
oMonitors clinical issues to ensure proper protocols are used and risk is minimized.
oEstablishes and achieves operating goals and standards, including but not limited to, HEDIS, UDS measures and other criteria as established.
oDevelops and implements quality improvement initiatives to enhance the effectiveness, safety, and efficiency of healthcare services.
oMonitors and analyzes clinical outcomes, patient satisfaction, and quality indicators.
oImplements evidence-based practices to drive continuous improvement.
oLeads supervised employees to meet performance expectations, responding promptly to performance issues and providing effective performance feedback, as appropriate, through recognition and corrective or disciplinary action/Peer review.

Responsible for oversight and management of the organization-wide medical peer review process and or clinical peer review process to ensure a recognized standard level of medical care is provided by CIFC Health providers with and individualization for each department as necessary- addressing individual provider performance and addressing patient safety, quality of care, patient satisfaction; and accuracy of the documentation of care;Revised 06/28/2311.
Responsible, directly, and indirectly, for all physician performance evaluation processes and clinical staff performance evaluations, including annual and semi-annual reviews, periodic chart audits, and supervising the peer-review process.
12.
Maintains, in collaboration with CIFC Health Leadership, a current ProviderStaffing and Practice Plan that establishes scheduling standards and management principles within current budget parameters and in compliance with provider contracts, policy, and applicable law while facilitating achievement of quality and productivity targets.
13.
Provides direction and leadership to physicians and other staff in meeting organizational goals and objectives and assuring effective and efficient management processes with regular meetings with Health Center clinical staff to enhance involvement and communication between physicians, other staff, and departments as necessary.
14.
Appropriately communicates organizational information, including new policies and procedure changes, through department meetings, one-on-one meetings, appropriate email, and regular interpersonal communication.
15.
Works closely with the CIFC Health DIO, Teaching Health Center InternalMedicine Residency Program Director and Psychiatry Residency Program Director.
In collaboration with the PD's and DIO, responsible for assuring that ACGME institutional requirements related to clinical matters are maintained for continued accreditation of the Residency Program.
16.
Participates with the Board and Leadership Team in strategic planning and in annual business planning and budget development; communicates developing plans and goals with program managers and staff to obtain their input; and takes a leading role in goal setting for medical practice operations and implementing approved plans and budgets in all program areas under CMO supervision and oversight.
17.
Performs direct clinical services in her/his area of medical practice (see the appropriate Physician job description).
18.
Maintains a current and unencumbered license to practice medicine as well asfederal DEA and state CSR registrations and maintains current Board certification in the CMO's primary area of medical practice.
19.
